Indian ancient maha rishis with their divadrishti able to locate the position of stars and planets by naked eye. As per their observation they considered planets that are close proximity to earth and hence neptune and pluto are excluded in Vedic Astrology.

Sun, Moon, Mars, Mercury, Venus, Jupiter, Saturn are considered as planets that affect human in earth. In addition to above two nodes Rahu & Ketu which are intersection points of Sun and Moon around the celestial sphere is also considered to affect human life and hence gives importance to these two nodes.

A good astrologe can read the chart and identify the bhavas and planets that are weak which suggests the areas where the native in previous lives has misused the concerned faculties, which needs to be rectified now in this life to improve his nature and character. A native who understands this purpose and strives to improve upon his negative traits in this life, improves his character constantly in every life finally reaches a stage in which no birth is needed i.e becomes one with God.

Simple answer - Ascendant which is the central pillar of a chart is based on birth time (And date/place as well). For time - the ancient astrologers used the sunrise as a reference and the sign rising during sunrise as a starting reference. The progression of rising signs is a quite uniform from that point onwards.
