Does the proximity of a graha to a pivitol degree matter?

Example: Mars is debilitated in 28 degrees of Cancer. If a native has Cancer at 23 degrees, does that mean it's more debilitated than someone who has it at 20 degrees because 23 is closer to 28?

Hi,
When studying degrees it is better to study it as planet and ownership.
Meaning if the cusp of Cancer is 5th house, Mars is 2nd and 9th lord - placed in 5th. This is a good placement despite being in debility. Father could have changed his profession / city soon after native's birth due to this debility. Also till then the family could have lived in some poverty but there will be rise after this native's birth. Similarly, Mars in cusp of 5th house may show that in initial stages - the native could have been poor in studies, while will improve over time. I have seldom seen anyone having an exalted planet in 5th / 4th to have performed very well in studies / career - in terms of improvement every year.

In reality, debility is better than exaltation. Because debilitated planet strives to improve while exalted planet is relaxed and does not help much. This you will get to see after seeing many horoscopes. Or in other words, if a planet is exalted - the native may be born with the comforts - he may loose them at later age - as he may not know how to sustain it. But, if the planet is in debility - the native strives hard to obtain it and has the understanding to sustain it.

Yes, if the cusp and the planet are very close, the results are intense - but necessarily not bad results for debility.
