I suggest to read Crux of Astrology Timing of Events by Pandit Sanjay Rath. Also keep horoscopes (at least 30-40) ready to compare events. Digbala is relevant only for D-1. However, debilitations may be checked. Moon in debilitation in D-9 could mean so many things. First lord in 9th, debilitated could also mean tough life father / change in city when he was born. Look at the longitude (degrees) of Ascendant. It is on the 19th degree, while Jupiter is on the 6th degree. 13 degrees variation. The closest planet to the Ascendant degrees is Mercury on 15th degree....

If the learner is a beginner, it is better to agree with the presenter. But, as the learner gains knowledge he will understand that it can be other way round as well.
